Mr. Anar Guliyev has been the Chairman of the State Committee on Urban Planning and Architecture of the Republic of Azerbaijan since January 2020.
Mr. Guliyev has about thirty years of professional experience in public administration, investment promotion, cultural heritage management, housing policy, and urban development and has held various senior positions within the central government.
As the Chairman of the State Committee on Urban Planning and Architecture, he leads Azerbaijan’s spatial planning system and territorial development aligned with the international urban agenda and national socio-economic priorities.
By Presidential Order dated 25 April 2025, Mr. Guliyev was appointed National Coordinator for the Thirteenth Session of the World Urban Forum (WUF13). In this capacity, he is guiding the preparatory process and coordination of the wide range of stakeholders engaged in the organization of this global platform on sustainable urbanization.
By the Order of the President of the Republic of Azerbaijan dated 16 May 2014, Anar Guliyev was awarded the “Distinguished Public Service” Medal.
He is the President of the Azerbaijan Archery Federation.
