Anar Guliyev Participates in High-Level Roundtable on “Informal Settlements, Land Transformation, and Housing” at COP30

On November 12, Anar Guliyev, Chairman of the State Committee on Urban Planning and Architecture, took part in a high-level roundtable on “Informal Settlements, Land Transformation, and Housing” during the Ministers’ Meeting on Urbanization and Climate Change at COP30.

He emphasized the importance of multilevel cooperation in addressing the housing and climate crises. Highlighting Azerbaijan’s Great Return Program as a successful example, he noted that the reconstruction of liberated areas is guided by “smart” and “green” urban principles to ensure climate resilience.

Referring to Azerbaijan’s co-chairing role in the Baku Sustainability Coalition and the Intergovernmental Working Group under the UN-Habitat Assembly resolution “Adequate Housing for All,” he reiterated that housing is a critical factor for both human rights and climate resilience.

Ahead of the 13th World Urban Forum (WUF13) in Baku in 2026, Anar Guliyev invited all partner countries to collaborate not only on construction but also on building cities that enhance the quality of life for their residents.
