Committee Chairman Anar Guliyev Participates in Side Event at COP30
Today, Anar Guliyev, Chairman of the State Committee on Urban Planning and Architecture, participated in a side event held within the framework of COP30.
Speaking on the topic “Climate Action Starts at Home: Housing in a Changing Climate,” he emphasized that access to adequate and sustainable housing is a crucial factor not only for the protection of human rights but also for climate resilience, impact mitigation, and inclusive development. He noted that while housing is affected by climate change, it also contributes to it. Therefore, urban planning and construction processes must minimize environmental impacts while enhancing community well-being.
Anar Guliyev added that, as Co-Chair of the Intergovernmental Working Group under the UN Habitat Assembly’s resolution “Adequate Housing for All,” Azerbaijan will ensure the full integration of climate aspects into global housing principles.
He also highlighted that the 13th World Urban Forum (WUF13), to be held in Baku next year, will prioritize housing as a key element of policies on climate resilience and social inclusivity. The Forum will support the expansion of low-carbon, sustainable construction practices and promote inclusive urban policies.
WUF13 will also showcase Azerbaijan’s innovative urban development initiatives - including the human-centered, climate-resilient Master Plan of Baku, the Great Return Program implemented in liberated areas based on sustainable, smart, and inclusive principles, and accessible, high-quality housing projects.
As host, Azerbaijan is committed to translating dialogue at WUF13 into practical outcomes.
